The Manufactured Housing Institute (MHI) is the only national trade association that represents every segment of the factory-built housing industry. Our members include home builders, suppliers, retail sellers, lenders, installers, community owners, community operators, and others who serve the industry, as well as 49 affiliated state organizations. In 2019, our industry produced nearly 95,000 homes, accounting for approximately 10 percent of new single-family home starts. MHI is a trusted partner, advocate and industry leader to over 900 members who can access up-to-date educational, operational, networking and advocacy resources and support.

MHI is searching for an individual to lead the advocacy, communications, and research efforts of the association. This dedicated professional will manage the Policy Team and be responsible for the effective formulation and execution of strategies promoting the industry before policymakers and accomplishing our members’ policy objectives. The Vice President of Policy serves as an advocate before Congress, government agencies, and other relevant stakeholders on policy issues and activities associated with MHI’s federal and state advocacy efforts.

  • Advocate on key priorities before Congress, the Administration, and other federal agencies.
  • Manage MHI’s policy team, including overseeing efforts on Capitol Hill and at regulatory agencies, MHI-PAC activities, grassroots activation efforts, research and dissemination of industry information, coalition activities, and effective communications to achieve policy and association objectives.
  • Prepare comment letters and other correspondence to Federal regulatory agencies and Congress, including memos, issue briefs, articles, talking points, presentations, advocacy alerts, and media content (including press releases and social media).
  • Participate in federal legislative, regulatory, and policy dialogue impacting the manufactured housing industry, including Congressional and federal agency meetings, think tank, coalition and research group initiatives, events, and other relevant convenings.
  • Work with MHI’s Divisions, Councils, and Committees on their policy priorities and other matters.
  • Participate in planning, development, presentations, and successful implementation of MHI meetings and other conferences.
  • Analyze, communicate and develop strategy on complex policy matters.
  • Manage the conception, production and dissemination of MHI research and industry information.
  • Other projects and assignments as assigned.


  • Understanding and support of the Manufactured Housing Institute’s mission.
  • Exceptional track record in the development and implementation of a successful advocacy strategy, including utilizing lobbying, data, coalitions, grassroots, and media to influence policymakers in Congress, the Administration, and the agencies.
  • Quantitative, analytical, and communications skills; substantive policy knowledge; and political savvy needed to perform the duties described above.
  • Familiarity with (1) the contemporary and historical policy and political terrain surrounding federal, state, and local housing and housing finance policies and programs, and (2) the intersections between manufactured housing and related policy areas such as affordable housing, the primary and secondary mortgage market, government housing finance programs, and state and local policies such as zoning.
  • Exceptional written communication and presentation skills.
  • Leadership experience, including a high level of organizational professionalism, time management, and a strong work ethic.
  • A minimum of 5 years of executive leadership experience in public policy, government affairs, or other political work.
  • Previous experience in effective policy communications, including the preparation of memos, issue briefs, talking points, speeches, articles, presentations, advocacy alerts and media content.
  • Systematic, goal-oriented, and data-driven approach to the development of policy.
  • It is essential that the individual holding this position have the capacity to initiate projects, handle multiple projects concurrently, excel within a structured department, and possess professional maturity and judgment. This includes the ability to handle sensitive information with discretion and be skilled at navigating potentially sensitive situations with tact and diplomacy.
  • Ability to travel approximately 15 days annually to attend MHI meetings and events.
  • Association experience in senior management role a plus.
