ACP seeks a Vice President, Market & Transmission Policy to spearhead our work to defeat the threats and seize the opportunities to promote policies to benefit clean energy through non-discriminatory wholesale electricity policies, provide revenue streams to renewable projects and facilitate the efficient and affordable integration of renewable energy.  

The Vice President, Market & Transmission Policy will focus on helping to maintain and improve workable markets and secure policies to expand transmission as an important part of maximizing the growth of clean energy and supporting the economic operation of existing facilities.  The Vice President must have the ability to meaningfully guide the policy direction for the clean energy industry at the federal and RTO levels, while having the skills and willingness to help create content; sufficient knowledge to interface with experts in the wholesale markets and transmission space; along with the desire and ability to build relationships with leadership in RTOs, FERC and other federal agencies, Commissioners, and NERC leadership. 

 

Essential Functions/Major Responsibilities  

In this role, the Vice President, Market & Transmission will lead and manage the Electricity and Transmission Policy Team and relevant ACP committeescoordinating work across regions. As envisioned, this will include:  

  • AdministrationDevelop and manage relationships with senior FERC staff and Commissioners, RTO/ISO leadership, relevant state utility commissioners, and NERC leadership. Identify public policy threats and opportunities to increase clean energy development and deployment. Initiate and lead meetings with agency staff and appointees and coordinate the preparation of materials in support of such meetings. 

  • AdvocacySpeak on behalf of ACP and the clean energy industry with media outlets and represent the renewables industry before relevant organizations including grid operators, federal and state regulators, reliability authorities, state and federal legislators, and executive agencies 

  • ManagementManage day-to-day strategic plan implementation in collaboration with other ACP departments, developing consensus policies and principles. Direct the drafting of testimony, research, position papers, and regulatory comments, and the creation of advocacy and educational material appropriate for a variety of audiences, for example: fact sheets, position papers, blogs or newsletter articles, talking points, etc.  

  • Collaboration: Coordinate with ACP Public Affairs, State Affairs, and Federal Affairs teams on electricity markets and transmission policy issues and advocacy efforts. Work with ACP members on the development and execution of strategies to increase electricity demand for clean energy, including electricity market and transmission policy.

Education and/or Experience 

Qualified applicants may possess any combination of education and experience enabling them to successfully perform the responsibilities of the position. Required qualificationsBachelor’s degree in economics, public policy, business, political science, natural sciences, or related field. Preferred: MBA or Master’s degree in public policy, law, engineering, or related field, with a minimum of 10 years relevant experience.  

Skills and Abilities  

  • Leadership ability to influence large and varied groups of people. 

  • Familiarity with key statutes, rules and regulatory entities required.  Familiarity with wind and solar energy and technology helpful, but not required.  

  • Excellent communication and public speaking skills.   

  • Strong critical thinking capability, with the ability to communicate complex topics and information in an understandable way to varied audiences.   

  • Demonstrated ability to facilitate consensus and engender support and buy-in from stakeholders/members. 

  • Technical writing and editing skills desired. 

  • Demonstrated knowledge of computer software applications, such as Word, and PowerPoint. 

  • Capacity to manage team and work collaboratively as a team player, while also identifying and resolving problems independently. 

  • Ability to prioritize and complete a variety of tasks efficiently. 

  • Flexibility and ability to work well under pressure.  

Interpersonal Contacts 

A high level of interpersonal skills is important to interact effectively with a wide range of people including other ACP staff, ACP members, federal agency staff, and others.
