Position Summary:
Responsible for working closely with the Political Affairs team to develop and implement the Association’s grassroots and political affairs activities on the local, state and federal levels as well as to develop and implement strategies for effective, dynamic and creative campaigns to champion policies and positions on priority issues and achieve strategic goals. Responsible for building and maintaining effective relationships with assigned statewide associations and working directly with assigned statewide associations to assist with recruitment, education and training activities necessary to build and maintain a robust network of advocates for the electric cooperative program.

Essential Duties and Responsibilities:

  • Develop and maintain ongoing knowledge of the best methods and strategies for utilizing a grassroots effort to impact favorably the outcome of public policy decisions affecting member groups. Recommend and implement action based on promoting an effective use of grassroots resources.
  • Execute grassroots and political affairs strategies to effectively advocate NRECA policy positions to membership and a diverse set of industry stakeholders and potential allies.
  • Define key messages and methods of mobilizing and deploying network of advocates that align with direction from the Director of Political Affairs.
  • Maintain ongoing knowledge of Congressional legislative process and the specific legislative and regulatory issues impacting NRECA. Communicate this impact to grassroots groups in the context of their role as advocates. Maintain close working relationships with the legislative and regulatory staffs.
  • Demonstrate firm knowledge of NRECA's policy positions and develop a solid reputation of credibility to generate trust among network participants. Effectively communicate the value and urgency of NRECA policy positons and to effectively engage network members to take action.
  • Routinely meet or communicate with membership and diverse set of potential allies to advocate NRECA positions, identify opportunities to strengthen network, and align NRECA policy positions, where useful, with those of industry stakeholders.
  • Develop regular message communication to grassroots network that inform and motivate members to advocate on priority issues. Ensure members are kept aware of current developments on national scene, including successes of recent grassroots efforts.
  • Design curriculum, courses, training programs and materials for distribution to NRECA’s membership through the Education and Training Department to build awareness of NRECA advocacy programs designed to build political strength through local, state and national advocacy efforts. Serve as the lead instructor for all advocacy courses.
  • Responsible for the proper security and disposal of any confidential information that he or she may possess in the course of performing this position’s job duties, in accordance with NRECA’s Personnel & Administrative Policy and HIPPA Privacy and Security Policies & Procedures Manuals.

Formal Education Required:
Bachelor's degree in political science, communications or related field.

Experience and Certifications Required:
5 years of experience with congressional offices or political campaigns serving in positions of responsibility such as campaign manager, press secretary, or legislative assistant.

Knowledge, Skills and Abilities Required (as demonstrated by prior work experience):

  • Knowledge of of the political and legislative process at the local/state and federal level.
  • Ability to communicate, both verbally, in writing and through social media, with a diverse membership, employees and/or vendors in a clear and precise manner.
  • Ability to manage competing deadlines and multiple projects at various stages of development using effective organization skills and attention to detail.
  • Ability to be persuasive, negotiate, and collaborate with individuals at all levels throughout organization.
  • Ability to work with a wide variety of people to foster cooperation in sharing information and materials.
  • Interpersonal skills, member service orientation and ability to work in a team environment.
  • Ability to conceptualize, produce and disseminate high-quality materials.
  • Ability to define issues, establish facts and draw valid conclusions and apply to work environment.
  • Ability to travel.
  • Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job.
  • Ability to operate various office equipment such as personal computer, copier, printer, fax machine, 10-key adding machine, and multiple line telephone.
