We have an opening for an **RF Comm Systems Manager 2** to join our team of qualified, diverse individuals in the Tactical Space organization. This position will be located in **Dulles, VA.**

In this role, you will be the functional manager of a matrix organization primarily supporting the commercial and civil government business areas. As a functional manager, you will organize, support, and grow a talented team of RF engineers working day-to-day on design, build and test of commercial communications and scientific spacecraft. You will also be a technical resource for the group, providing mentoring, guidance and assistance with problem solving, and will participate directly in some programs or new business efforts on a part-time basis. To be successful you should have strong technical skills, the ability to organize and direct a medium-sized engineering team, and demonstrated motivation to develop employees' careers.

In particular, you will be involved in:

+ Coordination of staff size and skill pool across programs and business units. You will work with the RF department manager and the program managers to understand and forecast business needs and ensure the right employees are available at the right time. You will recruit new talent and organize training and mentorship for new employees, and foster an environment of career development and growth
+ Establishing, maintaining and propagating tools, processes, procedures and guidelines to achieve technical excellence and consistent results across programs and business units. Propagate and implement lessons learned and best practices across programs
+ Perform managerial duties for direct reports, including annual appraisals, timecard supervision and approvals, status reports, and regular communications with employees. You will also assist with overhead budgeting, IR&D planning, capital planning, and department metrics
+ Perform initial design work and provide technical content/write-ups for new business efforts, both formal proposals and informal responses to potential customers
+ Generate and/or review and provide guidance for basis of estimate (BOE) cost inputs for proposals, studies, and new program starts
+ Provide technical guidance to on-going projects on an as-needed basis. Conduct peer reviews of subsystem and component designs to ensure program success and avoid late-arising issues

**Basic Qualifications:**

+ BSEE (or related field) with some combination of the following course work or on-the-job experience: microwave theory, satellite communications, radio-wave propagation, electromagnetics, antennas. Good understanding of communications, microwave theory and software defined radio design and test
+ Practical experience in space vehicle design/production
+ Excellent written and oral communication skills. Comfortable with direct end-customer, subcontractor and upper management interaction and negotiation. Ability to write technical documents clearly and concisely
+ Demonstrated ability to manage, organize, and coordinate a team of engineers to meet schedule and budget constraints while maintaining technical excellence
+ Familiar with cost account management concepts, including cost and labor estimation (BOE preparation), task scheduling, and earned value tracking
+ Strong skills in Microsoft Office (particularly Excel)
+ 5+ years of engineering management experience

**Preferred Qualifications:**

+ MSEE (or related field) a strong plus
+ Prior functional or program management experience
+ Hands-on experience with microwave component/system measurement
+ Familiar with engineering analysis software such as MATLAB or Mathcad, and support tools such as Visual Basic for Applications

You should have experience in many of the following areas in order to provide the requisite technical guidance to your engineers working on RF component design for geosynchronous communications satellites and low-earth orbit scientific/environmental satellites:

+ "Big picture" RF subsystem design to provide customer-requested performance while satisfying applicable constraints on mass, dc power, volume/size, schedule and cost
+ Preparation of system budgets and block diagrams
+ Detailed design and analysis of communications systems for satellite and interplanetary applications. You must be familiar with RF analyses such as link budgets, gain/loss budgets, noise figure, etc. Experience with digital transmission and high data rate systems is a plus
+ Requirements flow-down from top-level customer document through subsystem-level definition to component-level specification
+ Definition, design, and specification of space vehicle antennas
+ Subcontractor management and manufacturing interface definition including performance specification, interface control drawing, and statement of work generation
+ Preparation and presentation of design reviews and training materials
+ Oversight of component and subsystem manufacturing and test
+ Subsystem and system level RF testing
+ Software defined radio design and test experience
+ Initial mission operations and in-orbit checkout/testing planning, execution, documentation, and summary presentation

Salary Range: $140,600.00 - $210,800.00

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
