Resident Program Manager - Information Integrity: Belarus

Position Summary

The National Democratic Institute for International Affairs (NDI) seeks a Resident Program Manager - Disinformation for NDI's Belarus program in Vilnius, Lithuania. Based in Vilnius, the Resident Program Manager reports to the Resident Director and is responsible for supporting development and elaboration of NDI's information integrity/counter disinformation programming.
The successful applicant will lead programs to equip NDI partners in media, civil society, and political organizations on best practices to combat disinformation, including using public opinion research to design and implement programming to counter disinformation and building networks and coalitions of media, civic and political actors to coordinate counter-disinformation strategies.

Essential Accountabilities/Responsibilities

Duties and Responsibilities:
  • Contribute to the development and elaboration of NDI's information integrity/counter disinformation strategies for Belarus
  • Work collaboratively with NDI staff and Belarus partners in civil society, parties, media, and government to coordinate programs to promote information integrity/counter disinformation
  • Identify impactful strategies and activities to counter disinformation and promote information integrity
  • Foster partner organizations' capacity to adopt and test strategies
  • Develop and maintain relationships with key partners in the media, civil society, political and donor communities
  • Contribute to submission of program-related materials, including regular reports that describe activities, measure and evaluate program results, identify lessons learned, and tell a broader story about impact
  • Ensure the integrity of all financial transactions by adhering to relevant and applicable policies and procedures, including funder/donor regulations
  • Bachelor's degree or equivalent
  • At least five years relevant experience
  • Demonstrated interest in media and information integrity
  • Experience supervising or mentoring staff
  • Exceptional political judgment and analytical skills for interpreting complex political environments
  • Demonstrated creativity, flexibility and resourcefulness in identifying and responding to program opportunities
  • Strong oral and written communication skills in English and Russian
  • Familiarity with Google platform, virtual meeting and webinar technology, and Microsoft Office applications.
Desired Qualifications:
  • Knowledge of social media monitoring tools.
  • Experience with data analysis and data visualization.
  • Experience working in the counter-disinformation/ information integrity field.
  • Experience working with civil society, political movements, and/or media organizations.

Work Environment
Occasional evening and weekend work may be required, as well as attendance at external events.
Limited international travel may be required in this role.

  • Seeing-to effectively use computer screen and for reading and interpreting printed materials, memos and other paperwork.
