Regulatory Issues Director - FERC




NRECA is seeking an experienced advocate to represent the interests of America’s Electric Cooperatives on matters before the Federal Energy Regulatory Commission (FERC). This will include direct advocacy with the FERC Chairman, Commissioners, General Counsel and other FERC staff. This individual will be responsible for developing and implementing detailed strategies related to such advocacy. This individual will also be an integral part of NRECA’s broader advocacy efforts on power-supply-related matters.




Purpose and Mission


  • Participate in major rulemakings and litigation at FERC and in the federal appellate courts involving a substantial number of simultaneous proceedings. Recommend whether to file pleadings, settle, litigate or appeal.
  • Manage outside counsel and select and prepare experts to provide oral and written testimony in FERC proceedings.

  • Engage actively with NRECA members on FERC matters. Exercise significant legal, communication and negotiation skills to develop consensus positions on highly technical and politically charged issues.

  • Advocate directly with the FERC Chairman, FERC Commissioners, FERC General Counsel and other FERC staff and officials to realize advocacy objectives on matters before FERC of importance to rural electric cooperatives.

  • Participate in NRECA’s internal issue teams on power supply and related issues. Work with internal issue teams to bring broader advocacy effort to bear on matters within area of responsibility.

  • Work closely with NRECA’s Legislative and Grassroots units, which may include review of draft legislation, draft congressional testimony, and supporting efforts to educate Hill staff on matters within area of responsibility.

  • Brief NRECA’s leadership and other staff and inform members on matters within area of responsibility.

  • Work directly with senior staff of other major trade associations to develop joint pleadings and joint advocacy opportunities or to oppose actions by other parties and/or trade organizations on FERC matters.

  • Through participation, speeches, and advocacy with allied and other organizations, promote the co-op difference and co-op positions, with groups such as the Energy Bar Association and the Energy Law Journal, and attains senior leadership roles within such organizations as appropriate.


Requirements and Qualifications

  • Juris Doctor or advanced degree in relevant areas such as economics or engineering

  • Minimum of 7-10 years of regulatory or public administration experience, including at least 5 years practicing within or before FERC

  • Skilled at writing clearly and convincingly on complex regulatory and policy subjects

  • Skilled at thinking strategically to achieve favorable advocacy outcomes and member outreach objectives

  • Strong communication and public speaking skills

  • Strong advocacy and analytic skills

  • Ability and willing to travel (10% - 15%)


Knowledge, Skills and Abilities Required (as demonstrated by prior work experience)

  • Knowledge of the electric utility industry, the electric cooperative sector, and the legal framework governing the regulation of the electric utility industry.

  • Ability to manage competing deadlines and multiple projects at various stages of development using effective organization skills and attention to detail.

  • Ability to work with a wide variety of people to foster cooperation in sharing information and materials.

  • Ability to think strategically and creatively to achieve advocacy goals of the members.

  • Ability to lead people and foster collaborative skills and consensus building while operating in a fast-moving environment.

  • Ability to effectively interact with others and work in a team environment and providing follow-up when needed.

  • Ability to define issues, establish facts and draw valid conclusions and apply to work environment.

  • Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization.

  • Ability to anticipate internal and or external business challenges and/or regulatory issues; recommends process, product or service improvements.

  • Ability to communicate, both verbally and in writing, with a diverse membership, employees, stakeholders and/or government officials in a clear and precise manner.

  • Ability to use Microsoft Office tools (i.e., Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job.

  • Ability to operate various office equipment such as personal computer, copier, printer, fax machine, 10-key adding machine, and multiple line telephone.

  • Ability to provide service excellence by building relationships, being resourceful, responsive and respectful.

  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.

  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
