Salary Range: $74k-$90k, depending on location

Green For All, a program of the Dream Corps, works at the intersection of environmental, economic, and racial justice movements to advance solutions to poverty and pollution. Our mission is to build an inclusive clean economy strong enough to lift people out of poverty. 



Green For All seeks an experienced Government Affairs/Policy Manager to add to our growing team. This person will work under the Deputy Director of Policy to advance Green For All’s federal policy priorities, maintain strong working relationships with federal agencies, policymakers, allies, and other key stakeholders, and build our political power and influence in D.C. with members of both political parties. 


Candidates should have prior Hill experience, strong written and verbal communications skills, politically savvy, working knowledge of climate and clean energy issues or labor and workforce issues as they pertain to the green sector, and a demonstrated commitment and passion for social justice. 


Key Responsibilities

The Government Affairs/Policy Manager will help win Green For All’s federal policy agenda across all areas, including equitable climate, clean energy, clean transportation, infrastructure, and jobs and workforce. Key responsibilities include conducting research and policy analysis, advocacy and direct lobbying, and working with partners and Congressional staff from both sides of the aisle to advance federal campaigns. The Government Affairs/Policy Manager will hold relationships with key government agencies, members of Congress, and the White House. 


The Government Affairs/Policy Manager will report to the Deputy Director of Policy and collaborate with the Green For All National Director and Dream Corps core departments, such as development, engagement, and communications, in order to advance our goals and priorities.



Policy and Campaign Management: 

  • Work closely with the National Director and Deputy Director of Policy to develop federal policy platforms and legislative agendas.
  • Draft legislative proposals and support bill introduction and co-sponsorships.
  • Monitor, analyze, and report on emerging legislation, regulations, and policy developments on clean energy, clean transportation, wealth inclusion, and investment, and advise Green For All leadership on policy positions
  • Support drafting and submission of position letters and public comments to promote wealth and health through equitable investment and innovation in clean transportation, clean energy, and good jobs policies.
  • Research and prepare issue briefs, one-pagers, action alerts, bill summaries, talking points, internal memos, and other content as needed. 
  • Manage and coordinate meetings and events with elected and appointed officials and their staff, including decision makers from both sides of the aisle.
  • Build and maintain exceptional professional relationships with policymakers, state agencies, the White House, national partners and coalitions, including effectively engaging both liberal and conservative groups.
  • Support events with the Congressional Black Caucus and other partners such as the CBC Annual Legislative Conference, National Energy Week, etc.

Program Administration: 

  • Contribute input and participate in strategic annual planning.
  • Participate in weekly Green For All team meetings, bi-monthly Dream Corps all-staff meetings, quarterly and annual retreats, etc. 
  • Contribute towards a positive, productive, and collaborative working environment.
  • Demonstrate commitment to organizational core values of solutions, servant leadership, and soul. 
  • Remain accountable for position responsibilities and develop ongoing individual leadership and talent plan.
  • Maintain accurate records in databases and tracking systems, updated in a timely manner for effective information sharing in our remote culture.


  • Must be willing and able to travel occasionally (up to 20%), including for in-person staff meetings and retreats in California (after COVID is no longer an issue). 



We are especially interested in candidates who have direct Hill experience working to advance federal policy, have strong written and verbal communications skills, and a passion for bridging divides and bringing people together around a common cause. Candidates who have been personally impacted by climate disruption, environmental racism, and/or economic oppression; or have spent significant time living and working in communities impacted by these issues are strongly encouraged to apply. Other qualifications include:

  • A strong demonstrated commitment to racial and economic justice is required.
  • Must have working knowledge of climate and clean energy or labor and workforce development policy issues.
  • Extensive familiarity with the federal policymaking process and political landscape. 
  • Minimum of 3-4 years of relevant work experience and a track record of success. 
  • J.D. or MPP, or relevant advanced degree preferred, but not required if the candidate has relevant years of federal policy experience and demonstrated ability to be effective in this role. 
  • Demonstrated ability to develop and leverage strong working relationships with key decision makers, partners and diverse stakeholders, including both conservatives and liberals. 
  • Strong written and verbal communications skills, including excellent writing and editing skills, persuasive communication, and public presentation and/or meeting facilitation skills.
  • Appreciation for empathy-based communications and storytelling, digital advocacy, grassroots organizing, and movement building. 
  • Ability to manage multiple projects and prioritize work effectively.
  • Experience working in driven and fast-paced teams, often working under pressure while maintaining congenial relationships and a high quality of work. 
  • Willing to take initiative, exercise good judgment, and use diplomacy and discretion.
  • A roll-up-your-sleeves, no-job-too-small, go-the-extra-mile work ethic. 
  • A values-based, principled approach and willingness to work with people you don’t always agree with to advance positive change.


More about the job

This full-time salaried position will work remotely in the Washington, D.C. area. Reliable access to an internet connection and willingness to spend significant time working from a computer will be necessary to perform this job. Some cross-country travel will be required post-COVID (currently all travel is paused).
