The **ICG Technology Conduct Risk- Delegated Oversight and Execution Officer (DOE),** as delegated by the Senior Conduct Risk Officer (SCRO), serves as conduct risk management related program manager, responsible for the implementation and execution of the conduct risk management program in their relevant organization (ICG Technology), with delegated authority for oversight of conduct risk identification, measurement, monitoring, controlling, and reporting. The DOE:


+ Serves as the senior ICG Technology Conduct Risk Management point of contact, responsible for developing the ICG Technology Conduct Risk Management engagement model and ensuring execution of all Conduct Risk Management responsibilities.

+ Works with key stakeholders (i.e., ICG Risk & Control- Conduct risk team, Conduct Risk- ICRM, Operations LoB Senior. management) to execute the Conduct Risk Management Framework.

+ Will establish and oversee a team of Conduct Risk Management Officers (CRMOs) to ensure appropriate Conduct Risk management coverage across ICG Technology.


**Responsibilities** **include, but are not limited to** **:**


+ Empowered by the SCRO, supports and provides oversight for implementation and execution of the conduct risk management program for their Product, Function, or Legal Entity scope of coverage

+ Provides quarterly state of conduct risk compliance reports/updates to their SCRO, Product, Function, or Legal Entity governance forum, and Conduct Risk ICRM for their Product, Function, or Legal Entity scope of coverage, as per the Conduct Risk Management Metrics and Reporting Procedure

+ Provides periodic reports and updates to their SCRO, Product, Function, or Legal Entity governance forum, and Conduct Risk ICRM regarding the identification and remediation of significant conduct risk exposures and control gaps, as appropriate

+ Assesses for potential conduct risk-relevant management gaps, incidents/issues, and emerging risks and escalates to Conduct Risk ICRM

+ Coordinates, as needed, conduct risk-related meetings with stakeholders to review significant incidents/issues and or recurring issue themes, develop corrective action plans (CAPs), and, if needed, request resources in alignment with remedial actions

+ Attends (or sends a delegate if unable to attend) the Conduct Risk Management Forum (the Forum) meetings

+ Responds to conduct risk-specific regulatory inquiries in coordination with Conduct Risk ICRM

+ Communicates applicable business or organizational changes that impact conduct risk management to Conduct Risk ICRM

+ Identifies and escalates to the SCRO when there are insufficient resources to perform the above responsibilities effectively and efficiently.


**Additional Responsibilities related to IT Risk Management** **include, but are not limited to** **:**


+ Participates in transformation-related activities for ICG Technology Risk & Control.

+ Establishes and oversees the application of operational risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.

+ Independently assess risks and drive actions to address the root causes that persistently lead to operational risk losses by challenging both historical and proposed practices.

+ Governance and oversight may include (not limited to) technology operational risk, cyber risk for example.

+ Works with colleagues in other areas of Risk Management, Finance, Compliance/Control and the Businesses to assure appropriate management of Operational Risk processes:

+ Facilitates accurate and appropriate reporting of operational risks to senior management and the Board of Directors.

+ Promotes the use of risk indicators.

+ Supports corporate initiatives, including those related to Operational Risk and the alignment of capital assessments with risk management objectives.

+ Identifies emerging operational risks in the context of the current economic, regulatory and business environment and assure that measures are being taken to mitigate these risks.

+ Analyzes operational risk data (typically losses, metrics or assessment results) to identify areas of excessive risk and to ensure that mitigation efforts are having the desired effect(s).

+ Investigates causes for metrics that are deviating from trends and escalate situations that pose excessive risk(s).

+ Identifies root causes of major internal losses and ensure actions are taken to reduce the risk of loss from similar causes.

+ Upholds the Operational Risk Policy:

+ Provides Operational Risk oversight to assure policy and regulatory compliance.

+ Interfaces with Regulators on Operational Risk matters.

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


**Qualifications:**


+ 15+ years relevant experience

+ Senior leader experienced in managing Conduct Risk and / or Operational Risk in Citi/other Financial Institutions.

+ Significant managerial experience in Technology Risk is necessary, including a strong understanding of risk associated with End of vendor Support, Functional Account management, Segregation of Duties, Application Vulnerability Assessment.

+ Specific experience relating to Markets Operations, Securities Services Operations, Issuer Services Operations, TTS Operations or Loan Operations a plus.

+ Excellent Project management skills.

+ Excellent organizational skills, ability to multitask and adapt to change.

+ Excellent communication skills.

+ Strong problem-solving abilities.

+ Strong analytical skills both quantitative and qualitative.

+ Results oriented and tenacious.

+ Strong Microsoft Excel/PowerPoint skills.

+ Advanced Leadership skills Operates as a leader, with an understanding and appreciation for diverse backgrounds.


**Education:**


Bachelors/University degree, Masters degree preferred and managerial experience.
