Purpose of Position
This position will be located in Austin, TX; occasional travel to the UTSA Main Campus in San Antonio will be required.
As part of the VP University Relations leadership team, and working in direct conjunction with the President, the Associate VP (AVP) of Government Relations will be responsible for maintaining positive, effective relationships with governmental stakeholders, leading to significant partnership opportunities for the University. The AVP will advise the President and university leadership in all areas of public policy and direct the strategic advancement of the University's mission.

Essential Functions
1.Serves as principal officer for the University regarding all state legislative priorities.
2.Identifies and analyzes legislative proposals which may impact UTSA's funding levels.
3.Prepares written fiscal and policy analyses of legislation.
4.Develops a thoughtful and coordinated government relations plan consistent with UTSA's strategic plan.
5.Monitors and analyzes current and long-range state and governmental policy developments which may affect the institution and communicates with university leadership in a timely manner.
6.Maintains and distributes information on state programs to assure continuous and prompt action and compliance by the institutions on pertinent matters pending before state agencies and The Texas Higher Education Coordinating Board.
7.Coordinates with leadership and other governmental relations colleagues at UT System and institutions of higher education in Texas to advance important university initiatives.
8.Collaborates with key university stakeholders on messaging to government stakeholders.
9.Guides and advises senior leadership, deans, faculty, staff and students to effect positive relations with elected officials
10.Drafts informational pieces to advise legislative offices reflecting the interests of the University.
11.Develops and maintains strong relationships with legislators, their office staff, and other opinion shapers to ensure awareness and involvement affecting the University.
12.Works closely with Emerging Research Universities (ERUs) and National Research University Fund (NRUF) universities on "research university" strategies in Texas

Required Qualifications
Bachelor's degree

  • Ten years of progressively responsible experience in governmental relations or in a legislative office
  • Experience in external affairs/government relations or significant experience working in state government
  • Experience with the Texas legislative process related to budget/funding, especially higher education finance
  • Knowledge of and strong commitment to Emerging Research Universities (ERUs) and National Research University Fund (NRUF) on universities
  • Maintain a sense of urgency in a fast-paced, high energy environment, with significant responsibility and working knowledge of state higher education priorities, procedures, and structure
  • Proven influencer and skilled negotiator
  • Ability to think strategically and develop solutions that can be implemented to attain desired results
  • Tact, diplomacy, and judgement necessary in dealing with others
  • Excellent written and oral communication skills, effective interpersonal skills, independent decision-making and problem-solving ability
  • Commitment to continuous quality improvement through positive and bold actions
  • Familiarity with and ability to draft legislation and key appropriations documents.
  • Driving a UT or personally owned vehicle
  • Personal computers, Microsoft Office software suite and standard office equipment

    Preferred Qualifications
    Master's or Law Degree
  • Twelve years of progressively responsible experience in governmental relations in higher education
  • Experience serving as an institutional resource and key resource for elected officials
  • Budget/funding experience in State of Texas higher education
  • Experience developing strategies to garner support for higher education research

    Additional Information
    This is a temporary, benefits eligible position with an expected end date of June 1, 2020. This position may be extended or converted to a regular full-time position without reposting based on departmental need and/or availability of funds.

    This position will be located in Austin, TX; occasional travel to the UTSA Main Campus in San Antonio will be required.
